Comments
This measure relates to PM 20 , which calls upon countries to
“[d]esign policies at the national, federal and local levels to guarantee
quality of life, the development of potential and the full participation of older persons, taking account of the need for intellectual,
emotional and physical interaction and the different situation of men and women, with emphasis on the groups that are most susceptible
to discrimination, such as older persons with disabilities, thosewithout economic resources or pension coverage, or thosewho live alone
or lack a support network.
” It is also linked, more generally, to chapter E of theMontevideoConsensus on Population andDEvelopment,
which dealswith aspects of gender equality.
Themainstreaming of the gender perspective in policies pertaining to older persons is addressed in the Convention on the Elimination of
All Forms of Discrimination against Women (1979, United Nations, Treaty series, volume 1249, page 13. Entry into force on
3September 1981); General Assembly Resolution 47/5, “Proclamation on Ageing”, of 16 October 1992; General Assembly Resolution
57/117, on “The situation of older women in society”, of 18December 2002; theMadrid International Plan of Action onAgeing and the
PoliticalDeclaration adopted at theWorldAssembly onAgeing,Madrid, 8 to12April, 2002.
The Committee on the Elimination of Discrimination against Women also addresses the topic in its Decision 26/III, “Eliminating
Discrimination against OlderWomen through the Convention” (A./57/38, part I), of 7May 2002, and General Recommendation No. 27
on olderwomen and protection of their human rights, of 16December 2010.
SDG target 6.2: “By 2030, achieve access to adequate and equitable sanitation and hygiene for all, and end open defecation, paying
special attention to the needs ofwomen and girls and those in vulnerable situations.”
SDG target 11.2: “By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety,
notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, personswith
disabilities andolder persons.”
SDG target 11.7: “By 2030, provide universal access to safe, inclusive and accessible green and public spaces, particularly for women
