“Reaffirm the commitment and political will of LatinAmericaand theCaribbean, at the highest level, to combat and eliminate all forms of discrimination
and violence against women, including domestic violence and femicide/feminicide, and actively promote awareness-raising regarding gender
mainstreaming among law enforcement personnel.”
Comments
Prioritymeasures 57 and 58 are aimed, in general, at eliminating the various forms of violence and discrimination against women. PM 58
calls in particular for awareness-raising and instilling the gender perspective among law enforcement personnel.
As noted in the previous table, these measures are directly related with important specialized mechanisms, such as the Inter-American
Convention on the Prevention, Punishment and Eradication of Violence against Women (Convention of Belém do Pará) and the
Convention on the Elimination of all Forms of Discrimination against Women. Article 15 of the Convention on the Elimination of all
Forms of Discrimination againstWomen provides, among other things, that (i) “
States Parties shall accord to women equality withmen
before the law
”, and (ii) that “
States Parties shall accord to women, in civil matters, a legal capacity identical to that of men and the
same opportunities to exercise that capacity. In particular, they shall give women equal rights to conclude contracts and to administer
property and shall treat them equally in all stages of procedure in courts and tribunals
”. These measures also relate to various
agreements of theQuito, Brasilia andSantoDomingo consensuses, aswell as some of the targets proposed for the SDGs.
As in the case of Prioritymeasure 57, thismeasuremust recognize the particular situation of indigenous andAfro-descendent women and
persons, and in this way complement PM 89 on eradicating violence against indigenous women and PM 93 which refers to the
overlapping of inequalities in situations of racism and discrimination.
